About IRS (Internal Revenue Service)
During their first 138 years of existence (1776 – 1913), the United States had no federal tax on fixed income. The largest share of government revenue came from indirect taxes on products, customs duties and other taxes on photographs, the checks bank, certificates of stock, the wills, the conveyances and other legal documents.
Several income taxes were raised in the late XIXth century, some of which were declared unconstitutional by the Supreme Court. In 1913, the XVIth amendment to the Constitution removes restrictions on income tax, allowing this to become a permanent tax. The agency created to collect this tax was called “Internal Revenue Service” to distinguish themselves from government institutions collecting external revenues through taxes and customs duties.
Since 1919, it has an IRS Criminal Investigation Division involving 2800 agents investigating the facts related to drug trafficking or money laundering. CID investigators are armed with SIG-Sauer P229.
Since 1996, the IRS created the ITIN to enable people without social security number to pay taxes.
